What is a great web development program for a non-web programmer?

Scenerio: My mind is artist-based not programmer-based and I looking for a software piece to do all the nitty-gritty while I do the design concepts. I want to build an portfolio web site for my art.

Seeking the opposite of: I own and have experimented with Dreamweaver from time to time over two years and that sort of low-end program is powerful but I just can’t wrap my head round it.
